agent-block.sh posts a blocker comment, applies Status/Blocked, and
unassigns the bot. agent-report.sh posts a findings comment and
closes the issue for report-shaped work that produces no diff.

Both read ISSUE_NUMBER, FORGEJO_REPO, and Forgejo credentials from
the environment that tick.sh exports.
