Prep for taking this repo public: license it under GPL v3.

Deliverables

LICENSE at the repo root: the complete, verbatim GNU General Public License v3.0 text (from https://www.gnu.org/licenses/gpl-3.0.txt). Do not paraphrase, truncate, or reformat it -- byte-for-byte the canonical text.
README.md: add a ## License section at the end: this project is licensed under the GNU General Public License v3.0, see LICENSE. One or two sentences; no essay.
Nothing else. No per-file SPDX headers, no copyright banners in scripts -- the operator prefers minimal; LICENSE + README section is the whole deliverable.

Notes

Copyright holder line, if one is written anywhere: "Josh Sherman". Year 2026.
make test must stay green (check-sync doesn't touch LICENSE, but run it anyway).
Do NOT change repo visibility -- the public flip is a separate operator action after this merges.
