Porksicle's coder agent kept reaping
.agent/ceo.md(#49/#52/#54) —.agent/looks like scratch. The mandate's a durable board doc, so it moves to rootCEO.mdnext to CHARTER.md/CLAUDE.md.This points the CEO pass's opt-in convention at the new path:
CEO_MANDATE_PATHplus every comment/doc/prompt reference (10 spots, one functional). A visible root file is also a cleaner "this repo is CEO-managed" marker than a hidden dotfile.Coordination: land this alongside moving the file in porksicle. The pass is weekly, so a brief window where the harness and repo disagree won't fire — order isn't critical. (Can't live-test the fetch until
CEO.mdexists in porksicle.)Pure-function tests + check-sync green; no behavior change beyond the path.
